Special Educational Needs Placement and ProvisionThe Service Unit is responsible for determining and issuing the outcomes of Statutory Assessments of individual pupils' special educational needs and Statutory Annual Reviews of individual pupils' Statements of Special Educational Needs, in accordance with the terms of the Education (Consolidation) Act 1996 and the Special Educational Needs and Disability Act 2001. Duties include the provision of advice and guidance to all partners, including parents and a range of multi-disciplinary professionals; decision making in accordance with Durham's SEN Audit and with criteria for Statutory Assessment; consultation with parents and schools regarding proposed outcomes; and resolution of cases where there are disagreements including appeals to the Special Educational Needs and Disability Tribunal.
The Service Unit also undertakes the LEA's statutory duty to keep its special educational provision under review. This includes the review of existing provision, strategic planning and the development of new provision to meet the LEA's long term aim of providing for all Durham's children with special educational needs within appropriately resourced facilities in County Durham and normally in mainstream settings, unless to do so would be incompatible with the efficient education of other children. Placement and Provision works particularly closely with the Assessment and Review and Learning Support Service Units and other agencies such as Health, ConneXions, Social Services and the Learning and Skills Council.
