Building Roads

The Contract Management Group of Environment and Technical Services manages the construction phase of major civil engineering schemes, from the award of contract to the successful tenderer until completion and agreement of the final payment.

Construction of Wynyard Cycle Bridge


Our specialist section was established in 1988 to ensure that the works are constructed and valued in accordance with the contract requirements.

Since 1988 we have been directly responsible for construction works to the value of more than �100 million. Most of this work has been road and bridgeworks, but other schemes have included reclamation, car parks, salt barns, cycleways and sea outfall works.

Although the majority of contracts are designed within Environment and Technical Services, our section has also been successful in tendering for the provision of contract management services.

In recent years, we have developed expertise in partnering with private sector contractors by combining the skills offered by both parties working towards the common goal of delivering the contract on time and within budget. From September 2002 the Durham alliance was formed whereby a partnership has been made with a private sector consortium of contractors and consultants that will operate on all projects for the next five years. Within Civil Engineering the consortium is led by Balfour Beatty and includes Cumbrian Industrials and Ringway in construction works and Babtie and Capita for consultancy work.

Seaham Regeneration Scheme
Seaham Regeneration Scheme represents a significant investment in the Seaham area with the aim of providing better access into the town, encouraging new investment and generally improving the environment.

The work has been completed by Birse Construction in 2 phases as described below.

Phase 1

  • Reclamation of former industrial areas and the preparation of the site for the construction of new facilities for Seaham Harbour Dock Company.

  • Construction of a cliff top road from Edith Street Roundabout towards the existing warehousing.

  • Construction of an access road from the new Dock Company facilities to the south dock.

  • Construction of sea defences to protect the new South Dock access road and the southern section of the cliff top road.
Sea defences

Phase 1 works commenced in September 2000 and were completed in April 2002. The relocation of the Dock Company into the new facilities was completed in July and Phase 2 recommenced in September 2002 and was completed May 2003.

Phase 2

  • Demolition of existing warehouse and mission to Seafarers which are on the line of the new road.
  • Completion of the cliff top road into the town centre.
  • Construction of a promenade adjacent to the north section of the cliff top road
  • Construction of additional sea defences.
Cornelia Terrace Bridge Replacement
Cornelia Terrace Bridge is located on the B1287 Tempest Road where it crosses the former railway line west of Seaham town centre. The work that was completed in May 2003 involved demolishing the existing bridge and building a new reinforced concrete bridge in its place. Brickwork facing to the concrete walls and landscaping has helped to improve its appearance. The photograph shows the bridge under construction.

Escomb Lane Railway Bridge
The nineteenth century railway bridge has been replaced by the County Council. Escomb Lane Railway Bridge, near Bishop Auckland, carries the only road to Escomb over the Weardale railway.

Work on the new bridge started on 12 August 2002 and was completed in August 2003. The new bridge, built on the same line as the existing, has two traffic lanes and a footway.

The County Council has worked closely with Railtrack and the public utility companies in the design and preparation of the scheme. The County Council acknowledges that there has been some disruption during the works, carried out jointly by the County Council's Service Direct and Balfour Beatty Civil Engineering.
